India

India Releases New Regulations on Mobile Phone IMEI Registration

On September 26, 2022, the Ministry of Communications of India (the Ministry of Telecommunications) issued a notice requiring modification of the device identification number of mobile devices to prevent tampering.

The following amendments have been added:

(1) Before the first sale of each mobile phone made in India, it is required to register the International Mobile Equipment Identification Number (IMEI) on the Indian Counterfeit Equipment Restriction Portal of the Ministry of Telecommunications of the Government, which will take effect on January 1, 2023.

(2) Mobile phones used for sales, testing, research or any other purposes must be registered with the International Mobile Equipment Identification Number (IMEI) by the importer on the Indian Counterfeit Device Restriction Portal before being imported into India, and the rules will take effect immediately.

Saudi Arabia

1. Saudi SASO Releases Implementation Plan for New Standard of Water Heater, Indoor Heater and Wire Extension Assembly

In October 2022, according to the latest notification of Saudi Arabia Bureau of Standards, Metrology and Quality (SASO), the implementation plan of the new version of the standard for water storage electric water heaters, indoor heaters and wire extension components is as follows:

Storage electric water heater: SASO IEC 60,335-2-21:2021

Indoor heater: SASO IEC 60335-2-30:2011

Wire extension assembly: SASO 2815:2021

Implementation plan

March 1, 2023: suspend the issuance of compliance certificates according to the old standards

June 1, 2023: customs inspection and new standards for local factory facilities

August 1, 2023: Market spot check, product circulation market that is prohibited from obtaining compliance certificate according to the old standard

2. New requirements for SASO energy efficiency report in Saudi Arabia

In October 2022, the Saudi Standards and Metrology Organization (SASO) announced that after November 1, 2022, every energy efficiency test report must comply with the following requirements:

(1) Ensure that each document is electronically signed/stamped;

(2) It has an electronic query verification report authenticity mechanism (QR code, link, etc.);

(3) The report uploaded to the SLS platform is a native PDF, not a scanned PDF file.

Indonesia

In September 2022, the National Bureau of Standards (BSN) of Indonesia will update the list of SNI mandatory standards, which are mainly related to the performance of lamps and lanterns, including:

(1) Standard No.: SNI IEC 62612:2016, Standard name: Self ballasted LED lamps for general lighting (power supply voltage>50 V) Performance requirements (equivalent to IEC 62612:2013)

(2) Standard No.: SNI IEC/PAS 62717:2015, Standard name: Performance requirements of LED modules for general lighting (equivalent to IEC/PAS 62717:2011)

Effective date: July 5, 2023 (implemented 12 months after the date of promulgation of Decree 135.K/EK.07/DJE/2022)

Thailand

The Ministry of Industry of Thailand issued a new industrial standard TIS 2238-2565 "Electromagnetic Compatibility - Requirements for Household Appliances, Electric Tools and Similar Appliances, Part 1: Noise Emission" on September 20, 2022.

1. EU incorporates smart phones and tablets into energy efficiency directives

On September 2, 2022, the EU notified the WTO that smart phones and tablets would be included in the ERP energy efficiency directive, and issued the draft of "smart phones and tablets energy efficiency requirements".

At present, the energy efficiency identification parameters required by the draft are still provided by the manufacturers themselves, and the EU does not specify limit values.

2. EU will adopt universal charging port in 2024

On October 4, 2022, the European Parliament voted to unify the charging ports of all mobile phones, tablets and cameras sold in the EU.

By the end of 2024, these devices must be equipped with USB Type-C charging ports.

In the spring of 2026, new laptops must also be equipped with USB Type-C charging ports.

Mexico

On September 13, 2022, Mexico's radio frequency regulatory authority, the Federal Telecommunication Commission (IFT), issued "Part 3 of IFT-011-2022 Technical Provisions: Technical Specifications for Mobile Terminal Equipment to Use Radio Spectrum or Connect to Telecommunication Networks - Cellular Broadcast Service (CBS) for Risk or Emergency Notification".

IFT-011-2022 is designed to regulate mobile terminal devices, such as mobile phones and/or smart phones, which need to support CBS so that they can receive and process alarm messages in risk or emergency situations.

IFT-011-2022 (Part 3) will take effect 180 days after it is published in the Federal Register.

Brazil

The National Telecommunications Administration (ANATEL) has recently issued a number of bills.

On October 17, ANATEL released the technical and operational requirements for the use conditions of fixed services in the frequency band above 2 GHz; The bill came into force on October 17.

On October 14, ANATEL revised the technical requirements and testing procedures for conformity assessment of mobile phone chargers; The bill came into force on October 14.

On October 14, ANATEL revised the technical requirements for conformity assessment of user interface network and switched fixed telephone service terminals; The bill came into force on October 14.

On October 10, ANATEL released the operating procedures of the ANATEL certification safety label supply guide for lithium batteries and chargers for mobile phones; The Act shall enter into force 60 days after its promulgation.

On October 5, ANATEL released the technical requirements for satellite telephone conformity assessment; The Act shall enter into force 180 days after its promulgation.
